Blue Cloud Softech Solutions has received formal confirmation from Software Technology Parks of India (STPI) regarding its association as an Industry Partner for the proposed IndiaAI Centre of Excellence (AI-CoE) in Bhubaneswar, Odisha.
The confirmation follows in-principle approval from the Ministry of Electronics and Information Technology (MeitY), Government of India, for the establishment of the Centre based on a recommendation from the Government of Odisha. STPI has also asked Blue Cloud to begin the process of executing a definitive Memorandum of Understanding (MoU) covering the partnership.
Under the proposed agreement, Blue Cloud will contribute Rs 4 crore towards the development of the Centre and will provide industry leadership, mentorship and strategic support to AI startups that are incubated through the initiative.
The proposed Centre of Excellence is being envisioned as a platform for applied artificial intelligence innovation, startup incubation and capacity building. It will focus on developing and deploying responsible and scalable AI solutions across areas such as healthcare, governance, disaster management, education and industry.
The Centre will also explore AI applications linked to Odisha’s specific geographical and developmental priorities. These include oceanography, coastal fisheries, tidal and ocean energy, as well as women and child development. STPI has earmarked around 10,000 square feet of built-up space and supporting infrastructure for establishing and operating the Centre.
The initiative forms part of the IndiaAI Mission, the Government of India’s national programme administered by MeitY to strengthen the country’s AI ecosystem, including sovereign AI computing infrastructure and innovation capabilities. STPI has previously worked with state governments and industry partners to establish Centres of Excellence focused on emerging technologies across different parts of the country.
Blue Cloud plans to contribute more than financial support to the Bhubaneswar initiative. The company intends to make its technology platforms, engineering expertise and enterprise and government network accessible to startups operating through the Centre.
Its existing technology portfolio includes BluHealth, a camera-based platform designed for non-invasive vital screening in healthcare; Blura SAGA and SOCEYE, which focus on public safety and governance; and Access Genie, its sovereign AI and 5G digital infrastructure stack.
Through these platforms and its engineering capabilities, Blue Cloud aims to help startups move their solutions beyond the development stage and towards real-world deployment. The company also intends to provide opportunities for solutions emerging from the Bhubaneswar ecosystem to scale across India and into international markets.
Tejesh Kumar Kodali, Group Chairman, Blue Cloud Softech Solutions Limited, said Odisha offers strong potential for building practical AI solutions because of the challenges and opportunities across sectors such as healthcare, disaster management, coastal fisheries and the ocean economy. He added that Blue Cloud’s contribution would extend beyond financial support to include its technology platforms, engineering teams and mentorship for startups associated with the Centre.
Vinod Babu Bollikonda, Managing Director and Group CEO, Blue Cloud Softech Solutions Limited, said the Centre aligns with the company’s ongoing work under the IndiaAI Mission and its engagements with governments in India and Africa. He added that the company intends to move towards executing the definitive MoU with STPI and establishing Bhubaneswar as a model for collaboration between government, industry and startups in developing responsible AI solutions.
The proposed partnership places Blue Cloud within a broader effort to strengthen India’s applied AI capabilities by connecting government priorities, industry expertise and startup innovation. The company is expected to provide further updates following the execution of the definitive MoU and on other material developments related to the Centre.
